    Is this against the rules?

I recently (about 2 weeks ago) purchased an Origin account with Battlefield 3 on it for $15.

About 12-13 days after buying it, the email, password, and ID of the account were changed, and I can no longer access the account. I cannot prove that the original owner did this, and I have no reason to suspect them.

I contacted EA support to attempt to get it back, but one of the things they required was the birth-date put on the account. When I contacted the person who sold me the account (who says they were the original owner) they gave me a birth-date that did not work.

Because of this I am unable to retrieve the account, and therefore have lost my $15 worth.

When I asked the previous owner for a refund, they refused, saying that they had no money to refund me with. If the reason for being unable to recover the account had lied with me, I would let it go. However, the reason I could not recover it is because they do not have the required information.

Does him refusing to refund me break any rules? I saw that it does on the Steam trading section of the forum, but this is not a Steam account.

    Thanks for any help!

The email and password isn't going to change itself. He's refusing to give you the correct recovery information for the account + he's refusing to give you a refund. There's also the possibility the account was stolen and he isn't the original owner. It sounds like a scam to me, I would report it if he's refusing to help you out.
