Scammer - tachibanaukyo

Hey Guys,

This person is a scammer.

I know I'm new to the forum, but it's only because I've been trying to find someone to help me transfer funds and I am somewhat of a noob to all this stuff.

I suspect he has multiple accounts. I'm just assuming though. It was only 45 dollars, but he had multiple vouches and I can't see them being legit.

I will provide proof here in a bit.

Here is why I say scam:
[1:19:08 AM] Tachibana Ukyo!: hey are u there
[1:19:27 AM] Tachibana Ukyo!: i am at d hospital, my girlfriend slipped and had to rush her here so sorry
[1:20:23 AM] Tachibana Ukyo!: hope u didnt chargeback. im still willin to trade. anyway will get back at u tonight
[1:20:30 AM] Tachibana Ukyo!: so sorry
[1:20:55 AM] Tachibana Ukyo!: im on mobile so cant do it thru here. il msg u when i get on

I made the payment and he first acted like he didn't know how to make the payment, then disappeared. Came back hours later saying the above, but then has been offline on skype for almost a whole day (I'm sure he blocked me). Yet the kicker is, I've been periodically watching his activity here on sythe and I see he's been logging in and checking posts, etc.

Anyone have any suggestions on how I would try to do a paypal dispute? It was gifted Guessing it's probably not possible. But looking for any suggestions from you guys.

And is there anyway to stop people from making multiple accounts on here?

it's frustrating thinking that people can make multiple accounts and then steal from people.
