Start doing slayer from the beginning using mage/range (dont get over level 63 in either, thats max for 1 attack 99 str without gaining combat if i remember correctly). Nice goals, stick with it!

 

After 60 str, I'm going to cannon 1-40 range while doing slayer.

Then when i get str to 70-80, i'll start cannoning range again doing slayer

 

Nice little start you got, just continue working at it and after a few more levels start working on the questing. The questing will give you results and you will have an easier time.
