I smell Sythe clone. vBulletin licenses are about $180 unless you want to pay yearly which is $80 per year. Domains are typically cheap, you can easily find one for $8 per year. Don't go too cheap - cheap registrars often have cheap support and cheap features with cheap downtime and -- well, you get what I mean.
