Ow 3 Hit is a Scammer

paid 10m for 21-55 slayer on an obby mauler.
Went smooth until he got banned for what he claimed was his brother's doing from the same IP. He continued to train another 10 levels, so I thought it was fine, he has several vouches.
Went inactive for 4 days with no response on skype. Next I see that he blocked me on Skype, check the account and it has been cleaned and task unfinished at 50.

I hope I was thorough enough for you all.
I do not want him permanently banned. I am kind despite being scammed for over 100m gp by one person prior to this failed transaction. This time around I knew what to do as the process went on to get evidence. If all is returned, I'll overlook it. He can even keep 5m for the service that he failed to finish as he did a majority of the task.

 

Am I just being ignored? I would like some acknowledgement from a moderator or something.
Am I missing anything?
Is this good to go..?
