Need help with Smudging

I'm following this tutorial here http://fc03.deviantart.net/fs71/f/2010/054/2/d/Smudge_Tag_Tutorial_by_KRS25.png and I am using the same brush and same brush settings that are on the tutorial but my result looks a lot different

It goes without saying this looks like shit, and I'm skeptical as to the smudge settings as with those settings it gets all blurred and looks comparable to a turd on a summers day.

I've tried reducing the strength, reducing the brush size etc

Any suggestions on how to improve the smudging to get the effect in the example or just for optimal smudging?
