The ruling for this is 50% to be refunded to @Bert - the two of them were good friends at the beginning and way before this transaction was completed. This led to both users being blinded by a valid contract/tos/expectation of any type, and additionally they used voice chat as a primary means of communication, so the text chat logs are bare. Bert the customer expected a nicely designed website, and was apparently told that @lebgh0st would provide lifetime support for the website changing whatever is needed - but this information is missing or isn't true at all - regardless - bert was entitled to a website that he would be happy with, seeing how there are no terms to abide by. Bert asked leb to change the design twice, the third time leb was not happy with the change of the design again and refused unless he was paid more, this made both of the "friends" angry with one another, resulting in one parting "ghosting/ignoring" the other, while bert was left with a website that he was not happy with. Bert waited for @lebgh0st come around and apply the third design, as he expected but leb wasn't going to do it without more money, so leb moved on from berts website and starting on other users websites. The 50% ruling resulted in the error of both users, no valid contract/tos, though leb put hours into the website so I can not grant berts request for a full refund, but bert is not happy with the end website, so I believe the 50% is justifiable as this could have been avoided if you both didn't let your friendship interfere with business related projects.


TLDR;
DON'T LET A FRIENDSHIP, NO MATTER HOW CLOSE YOU ARE, INTERFERE WITH BUSINESS, IT ALMOST NEVER ENDS WELL.
