Sigils - Pardon Problems

So this pardon was posted by the user sigils:
pardon for atwerkening and ouxt

He admits his Skype here: Gyazo - e5f513da6abcd091ad6d587cb1742f33.png which he has admitted in previous pardons/account recoveries.
However I did an IP audit and I found these results:

I researched into this banned account:
Scattered Santa
I found that this account was banned around the 19th January however the account Sigils was registered on the 31st January. That would mean his pardon would have been in progress whilst he was ban evading on that account.

An IP audit wasn't enough so the information I currently have is:
-User registered around 2 weeks after Scattered Santa was banned
-Both interested in account selling

This is either a coincidence or its a fact.

 

He isn't Scattered Santa.
