First he lied and then he said yes, I knew he gonna scam me, so I prepared myself, and got the account back ^^ in my own way.

 

Him saying yes is insufficient because there is a referential ambiguity here. Additionally, even if it were true that he was elemental raj, you would still need to file a scam report in the proper format, which includes paypal screens, etc.
