What rule have they broken:

For starters, he was sold\given that account by a H(RS) user, it is not his, and this was obviously prior to the admins making the "Inactive" user group to prevent the stealing of old accounts.

What proof do you have:

There was a Sythe leak I guess of 2005\2006 accounts, I chose to screen shot it instead of linking it.

And I'm sure if you "Find all posts" the acc or w/e, check the IP's on Mod\ACP, there will be no activity for years, then randomly starts using Sythe in 2011 on a new IP.
