Additional rule to vouch-bumps

I know I already have an open suggestion to increase the vouch-bump timer from 10 to 30 minutes, but I have another suggestion that is similar.

Instead of simply ignoring all un-used vouches that are older than 10 minutes, why not allow them to be worth a fraction of the "fresh" vouch. Allow us to take, lets say 10 vouches from our vouch page, and quote them all to bump a thread early. This will allow people to use older vouches to bump early, but at a much less frequent rate.

I think this would encourage more people to pressure customers to vouch, which would in turn increase website traffic.
