To answer your question TheHacker, wordpress. For things like blogging it's second to none. It's fairly simple to use and for the most part, if your willing to spend a minimal amount you can either buy a wordpress theme to suit your needs or have a theme customized to your liking. Also I haven't mentioned your final question, yes you'll be able to either allow registrations or create accounts for each of your members, which will enable them to update, create pages etc.
