mainly concerned about unauthorized claims, if there account is actually hacked is there 0% chance I win the dispute? also if someone charges me back with unauthorized claim can I get them in police trouble? even if I have no ID and don't know much about them and if I can get them to show ID and they unauthorized claim, will I win dispute if I show proof of their Id?

 

If someone charges you back and you don't have evidence you will most likely lose the case. And no.. you can't call the police about someone scamming you on paypal xD

 

Answers to your questions

1. If a PayPal account is actually hacked then you'll always lose your money.
2. In most cases you won't have enough evidence to file a police report and they don't really do anything unless you've been scammed 10k+ anyway so forget that.
3. In my experience having a clear picture of the buyer's ID will help you win unauthorized claims. It's by no means guaranteed though
