What should I make my account into?

I have been a skiller for a while now and my friends have convinced me to do Combat.

Stats.



I have choose to make a range tank
99 Def, HP, Range, and maybe Summoning.
I don't know what Prayer?
I think around 60-70 Attack and like 70 Strength.
I mainly wan't to PvM.

The main Question is What armour, quests, Atk str, prayer and summoning should I get.
and which monsters should I train on?

I have around a 15M budget.

 

15M budget won't get you far. 99 Range itself is about 15m even if you just use arrows or knives (assuming you don't loot). You can make Range profitable by fighting monsters with good drops; however, you'll sacrifice a lot of EXP rates this way. For fast exp, I suggest either Desert Bandits or Yaks using knives. For good drops, you can range dragons, black demons, hellhounds (for clues), and so on.

I'm making my second ranged tank with this setup. You dont really have to do the same thing but its up to you.

Attack - 60 attack now, going for 70 attack with a dscim and then 99 with a whip and slayer
Strength - 43 or 45 strength. Fully quested. Not gonna train this, dont want to train it either. I'll pass on the handcannon
Defence - 75 defence atm. Gonna train defence with mage while barraging rock lobs for 99 mage and summoning.
Ranged - 78 ranged atm. Gonna get 85 ranged with slayer and then go for 99 ranged by chinning nechs.
Prayer - 70 atm. Gonna buy 74 prayer soon and then go for 99 after I'm done with summoning.
Mage - 77 mage atm. Gonna do DT and barrage rock lobs to 99.
Summoning - 56 atm, 30-80 slayer; 77-99 mage and 85-99 ranged will get me enough charms for 99, along with just enough money for 99 summoning.

I'll probably do slayer for the last few defence levels.

I've got enough tokens for rigour and ccb, full mage and ranged void with deflector and I go to frosties occasionally for money.
