Question regarding VPS

Hey guys, I am looking for a non runescape provider VPS service (they tend to be cheaper). But I have a few questions.

First, what is the difference between 4 CPU and 1 dedicated CPU?
Second, Anyone know a cheap hosting VPS service.
Third, if a vps host specifically says no runescape on the vps, how likely is it for them to catch you?
Last, would it be better to do 8 core and 4GB ram, or 8GN ram and 4 core? I am trying to see how to even out RAM vs Cores
