Requesting Pardon for Frosty Teh Snowman

It is not my account it is a person that scammed me and is in the process of paying me back so I would like him back on the site.

He'll have to submit his own high pardon, explaining his wrongdoings in detail and why he thinks we should let him back in to the community.

He can do this as an unregistered user, rather than have other people post for him. Thanks!
