With the knowledge you can make a web based game with little funds,

It is all the other aspects which come with it for example hosting, advertising, developers

Well hosting aint a problem i guess, only developers i dont know how much they want

According to me, around $3k and about 1 month time minimum. Some people usually make the game themselves and that way only hosting cost and time matters. But yeah, if you hire someone, it'd cost $3k.
