Question about graphics

How did moonglare added that snowing effect to his thread layout?

I am wondering as I would like to know how to do those type of things

What program did he use?

 

There are several ways to do it. Probably the easiest way, in my opinion, would be to do it in aftereffects and export it as a gif then import it into PS. The other way to do it would be to just use the PS animation.

 

What program do you need to add that type of effect?

 

After Effects or Photoshop. Either one can do it. AE has more flexibility though.
