No longer possible to create new RS accounts without verifying email

I'm a little late here but yes, since Jan 9 2024, any new accounts have to be Jagex Accounts and you have to use the new Jagex Launcher, Mobile, or * Steam (I believe you can still create accounts with steam but you can't use them anywhere else without upgrading it to a Jagex account) *

Old regular logins (both email and pre-2010 username logins) are now called "Legacy" accounts / characters and will eventually be mandated to upgrade to a Jagex account as they keep rolling out the new system.

Yes, Jagex accounts require email to verify and actually be able to use the account. So yes, email required now unless you are using a legacy account that does not have a registered email attached to it. I highly recommend you upgrade as if you have an older account without an email, as it can be randomly locked and be very hard to get back.
