Could some one make me one and make it pretty good ?

it must have:

admin panel --- with good fetures

people can only request to get there site on the directory - (Message goes to admin email.

must use sql.

easy to set up.

a Nice Skin. (Maybe Make it So i Can Edit The Skin Easy.

a Read Me.

And Anything eles you think will be good
