Will the PVP trick work with lower lvls say 1 of my accounts is lvl 42 and the other is 34. The lvl 34 will wear obby cape and like 100 rune arrows and the lvl 42 carries 1 or 2 rune chains. The level 34 kills the lvl 42. Will the PVP trick work if were in a hotspot?

The PvP Trick varies, but I believe it is mostly related to cash.
I believe that one is to hold 25K, and the other 75K, but I am not aware of this trick completely.
To answer your question, combat level doesn't matter, but simply the contents of the "Trick" itself. I have tried this "Trick" out with items a few times before, but experienced some rather terrible drops in my opinion.
My advice -> Stick to cash, unless both users are carrying an equal amount.
