You have the whole forum to post threads, what on earth do you want that section for? It's for staff to let members know what is happening, not noobs spamming random crap, like the community general has become

 

I don't think that you read the body of the thread...

 

I think members should be allowed to congratulate for example if someone gets a moderator position. If the staff don't want people spamming in it just have them lock it.

 

Half of the posts of people congratulating the new mods are spam, they're just trying to +1 their post count.
