1. Are proxy's against RuneScape rules?
2. Can you get IP Banned if they find out you are using/have used a Proxy sometimes?
3. What is a good proxy? I have heard Tor is a good one

nope, proxy doesn't work with rs, but mabey somebody can build one that does?

You have to set the proxy in you Sun Java console, not in browser...
