Problems Sending Money on PayPal

So basicly i keep getting this error, i have 0.00 on my account but its linked to a credit card so i'm still elligible to send money etc. etc. who can help me out?

 

It appears your credit card hasn't been verified on paypal, delete the account associated with the paypal and then upload it again. If it is still giving you problems either one of two things are causing the issue.

1. Your paypal account hasn't been verified.
2. The credit card you're trying to use on the paypal has a restriction from you using a third party payment source, in which you'll have to contact your credit card company and turn your account green.
