You technically could, you'd quickchat it and ppl would be all like "amg hes maxed combat but hp and summ at lvl 103"

zealed combat would be 6000 zeals value that at 180$
Mage and range aren't hard to get.
mage up to 99 can be bought at 35$
range up to 99 with cannon can cost up to 70M and will take a bit less than mage so add 20$
Prayer costs 110M and botting it would cost about 15$

Dung would cost about 50$
So that adds up to 390$ to create and some months to wait.

I'd say the account would be about 300$, and it honestly isn't any different from a 99 hp account.

 

Add the originality, add the specialty, add the rareness, the dung with 10 hp meaning you'd have to leech, so that's more money. Your prices are also wrong. Very very very very wrong.
