Couple Questions

1. How do I post pictures? I saved them into paint, and in turn saved as a jpeg.

I just need to get the pics on to a post to sell my account.

2. I have Vista and a netgear router, how do I change my IP to get around my ip ban at 4chan? (I even called netgear and they wouldn't help me for free -.-)
