Yes 250Usd is it's true value.
People on player auctions usually come from sythe.
Unless you have a lot of trust in this sythe and a lot of posts then the value would be increased (the same way gold4rs accounts are overpriced)
Accounts can ALWAYS be recovered, it doesn't matter where you sell it.
