99 prayer is ~300m, so at a minimal price of .50/mil, it'd be at least $150.

This is false. You don't get the worth of an account for how much the skill took to level. There are many different ways to 99 so this would never be a viable source of account value. I'd say if 99 pray is the ONLY stat, prolly around 60$, maybe 75$.
