    Claims to sell custom steam accounts with requested gifts.

    See the first name in the list and the reason. "Gifts get revoked." So I think he uses CC or something to first buy gifts and activate it on an empty account. After its sold he may start credit card chargeback on steam and steam may end up revoking/disabling the account he sold.
