Serious Ban Evader

Ok, last time I said it would probably be a good idea to do an IP check. This time I think it'd be good for an IP ban. If he is using proxies, then I have a vBulletin plugin that sythe can use to prevent people who are using proxies to even visit sythe.org.

I already got this guy banned for ban evading here: http://sythe.org/showthread.php?t=1007601 and I banned the original guy for scamming a mere $12 here: http://sythe.org/showthread.php?t=1007579
