rule 10 is misuse of customer support. so most likely you false reported someone.

First point, you spelled dumber wrong, but that's just a typo.

Jagex doesn't put that there because they don't need to. When are you ever going to report someone for misuse of customer support? Only you yourself can break that rule by falsely reporting someone.
