PaypalAntiScam Tips? [buyer/seller alike]

I need tips using paypal...how to not get scammed!!!

I am a noob at this!!! got scammed already please give me the best facts.

I recently got scammed $70 buying GP on here. Scammer gave me whole account with money on it, then recovered the acct before i could transfer all of it. [I paid through direct funds not credit card] I filed claim with paypal...but lost! failure right?

How can I get my money back if I chargeback??? I call my bank, tell them I didnt get the item? Will it work??? Is there any way i can get my money or is it pretty much over??? How do i prevent scamming as a buyer in general?

On another note, I want to sell something on here. BUT im scared of someone chargebacking me!!!!! I know you can tell them to send them as Gift, but they could lie and just do normal transaction and file claim or file chargeback with CC right?

How do I prevent that?!?!?! How do I prevent people from scamming me if i'm the seller and prevent paypal claims? or win them?!?!?
