I'm on Photoshop CS5 Extended, and everything seems "restrictive". What I mean is, if I try and move something, it will either come up with blocked or just starts grabbing random things when I'm trying to move say and oval around. What can I do?

You need to make a new layer on top of your background layer, as the background layer is automatically locked.
