82 - 91 astrals, 91 - 99 nats.
1 - 82 do whatever is fastest.

Fastest:
1 - 99 Zmi.

 

Fastest is the new method that has come out about exchanging talisman for exp or something like that sorry I forget the exact name of it.

For cash pretty much what Determinate said. Before 82 just try to rush that and then the cash comes easily.

44-65 Nature runes
65-99 Death runes (+500k hour, 91 rc is with natures is like 450k/h)

 

91 RC with nature runes is 700-800k/h.
