Don't risk it, just wait till your 18 or you'll be filed for fraud because your using someone elses name with their permission!
They don't send anything to your address, they don't contact you or anything. With an australian paypal you don't have to verify it to send/receive money like you do if you were a US citizen. Your dad won't find out, but I don't recommend doing it if you're not of age without your guardians direct consent, as I believe this violates PayPal's terms of service.
So..... I could create an account without a dubt account attatched to it, I may ask my dad and uses it under his name (incase they ask for tax file number)
They don't ask for TFN. But, if one day, hypothetically speaking, your account gets limited, you need to prove you are the person you say you are, by uploading government issued documents; such as a license or passport. So the information you enter, is the information that would have to be on those documents. Australian PayPal's do not require verification, so no you won't need to attach a bank/credit account.
The only stuff they will ever ask for is your ID if you get limited, they never post you anything or ring you, UNLESS you get into negative credit from chargebacks, then they won't hesitate to ring you.
