-Must be 1 defence (Unless you're like maxed with -20 defence)
-45 prayer or lower!
-Amount of money on the account DOESN'T MATTER - It can have 1gp!
-Everything else doesn't matter!

Now the most important part, the quests that must be completed: (Im extremely lazy)

-Receipe for disaster up to mith gloves, ADDY GLOVES/Rune gloves are even better!
