Buying rolled back mains (no more than 20 def, need certain quests done)

Hey, I have around 500$ to spend on a rolled back main.

Requirements:

HAVE to be below 20 def.
Lunar magics quest done.
Recepie for disaster completely finished.
No more than 52 prayer or 60 attack.
Fire cape is a plus
Any other quests for an initate pure is a plus. Desert treasure, monkey madness, etc...

Basically, I need lunars and rfd done, below 20 def 52 pray and 60 att, and as many quest points as possible.

i do NOT care about wealth, if you have items and gold take it off the account because i am buying a bare account.
