    No, thats how people get around not paying fees. If you do it too much paypal will send you a warning first or just limit your account without a warning.

    Yes, you do have to pay a fee to send money as gift but that fee is too small to even care about... It's 2 cents I think. If your not a jew, your good to go.

    I believe the 1% Paypal transaction fee is constant
