    Yes, you can but you will have very big limitations put on the account.

    If i'm not mistaken you still need to link a bank to send money even if using your paypal balance.. (I may be wrong)

    Wouldn't recommend doing that at all, if you dodge their verification steps you're going to end up with a limited Paypal and being told to wait 180 days to withdraw your money.

    You should be fine for the most part if you're only sending and receiving relatively small amounts. Check your limits though, I remember with an unverified US Paypal I couldn't send any money at all. Better to not deal with the hassle of possibly being limited though and just link a card/bank to it..
