PayPal put me on hold for 4 hours - please help me

please help me some1 is doing buyer scam on me
after selling my items 2 months passed he now claims he didn't receive it which is obviously a lie
and now i am trying to talk to PayPal buy they put me on hold on the phone for 4 hours
what should i do i am lost

please help me get noticed by PayPal so they could help me stop the scammer
