    I don't exactly understand why your confused...

    If it's because a banned user is online, they can't do anything. Only view a page saying they're banned.

    He's probably just wondering why banned members look that particular manner, or the reason why the directory shows banned members at all.

    That happens when a user is recently banned, but not yet disappeared from the list. It's from the latest 15 minutes or whatever.
