-45 DEFENCE !
-Desert Treasure done
-Torso if possible
-Monkey madness done
-Atleast a little bit of cash.
-Mostly Quested !!

Stats:

Attack: 75 or less !
Strength: As high as possible
Defence: 45
Ranged: 70+
Prayer: 44 or less !
Magic: As high as possible

I have a nearly maxed zerker pure, but it doesn't 100% meet your requirements because:

It doesn't have hand cannon
it's 47 defence

But:

It's nearly maxed (6 more ranged levels to go)
It has a beast name
It has turmoil
It has barrow gloves
