PayPal doesnt refund the fees anymore if you refund a goods&service payment

Does PayPal not refund "fees" from goods&service sales when you issue a refund anymore?

I guess it went into effect on May 7, 2019.

Weird. Haven't heard of this. It definitely still refunds fees on friends/family payments.

Yeah, Friends&Families still refunds the fees.

Previously, I noticed that the fee would be refunded seperately in another payment, but now it doesn't.
I noticed it when I had a really small balance. I am looking at these four payments.


Because I had to refund that goods&service payment, I lost $5.29. I should of ended up with $213.44 total because originally $41.42 + $172.02 = $213.44 but received $208.15 total.
Yes, It does refund the person the fee + the rest of the money but the fee is deducted from your own account.

I also noticed on PayPal's activity report that it is also true that it is being deducted.

 

That's weird. Do you have any other reference for when they started that?
