PayPal Deposit?

Hello i have some funds on PP and would like to cash it out, through a VCC or something like that, would this be possible? My normal debit card is blocked from PP from ages ago and my account has been recently become limited so I am unable to purchase items from high street stores and attain a refund on my debit card. I have roughly £30/$50 left on PP and would prefer to take it off there and get it elsewhere so it can be spent, is it possible to do? Or am i going to have to leave it with PP?
