I don't see how that could be possible; Steam accounts aren't VAC-ban-able, they just get disabled.

Unless it is one of those mythical payed-off cafe accounts that belonged to owners of internet cafes.

They were given out with the Steam Cafe package, I believe.

If the username start with country code then, yes,it's a cafe account
EX. If this account is from US, the username will be like "us10xxxxxpcx"
But I have one of my cafe account that has a custom username

Yes, That was the past. But now, VAC are banning cafe account that is cheat on.
