Wow, i thought there was something wrong with my credit card. I kept geting the same problem, once you cancel the membership you can't renew it but it will keep renewing if it's already on the account.

I bought 1 month membership with an unverified paypal 2 weeks ago and everything was fine

I found that it had Aus as my country and after changing it the payment was successful.
