100% worthy TWC/ban

hey so ~ 4 years ago I was banned and received a TWC for breaking a whip on a stakers rental account. It was nothing malicious, just a lash out on my end which was not warranted and affected the other party negatively.

I understand why these were placed on my account, but I'm interested in getting some services done for my OSRS account and was wondering if its at all possible for the TWC to be removed. Im down to make it right with BiPollaire Bear
