Anyone else experiencing latency issues this week?

Google fiber is my isp with 1000mbps download and upload speeds and around 4 ms ping when tested.

Yet this week I've been having games with 350+ ms ping. It'll cause my character to run around and shoot while the other characters seem to be frozen in position. When the lag stops suddenly I'm dead. It'll work okay for 30 seconds or so, and then it'll happen again.

I've tried playing a couple times on different days and at different times and seems to be a recent issue. Hopefully its a Blizzard issue that'll get fixed, because at the moment the game is unplayable for me.

 

Same has been happening to me with a very solid connection. I think it's server-side.
