How to SAFELY buy a runescape account?

I'm looking for, I guess you could say a guide, from someone experienced, on a scam-free way to not get scammed when buying a runescape account. What I believe you have to do so far is to buy an account with-
No recovery questions
No membership
No bank PIN

And you must be given previous passwords, email, previous recoveries, previous agreement numbers, and the such. Then send set recoveries, and send in a report saying those weren't your recoveries, and try to recover it with the info that was provided. This would take like 2 weeks, though, wouldn't it?

Anyhow, is there anything else I'm missing or something that should be removed/added?

I'm thinking of trying to buy another account, but I've been scammed a number of times after thinking I was safe, so I'm looking for a way to be scam-free.

 

The only BEST way to get a account and not get it recoverd is its never been members before. Also never had credit card used on it, then once u buy use a card on it asap. Good luck.

 

And what if it has been member before?

I mean once you get all the existing information and prove it's real, it should be yours after you add some of your own info, like passwords and transaction ids and recoveries. So you have there info and your own info.

 

There's always a chance that the account gets recovered, CC membership or not, doesn't matter.

 

Just buy off of a trusted person

 

Its hard to find a trusted person these days

 

If they have one set of old recoveries a phone pin or cc agreement number they can recov in 20 mins max

 

Make the account..I never advise to buy it..
