Anyone use "100% safe" Okaygoods/RSMalls to buy accounts?

I am looking into buying an account on one of the two affiliated website and was wondering if someone could share their experiences with the account sales. I know Julia is a trusted seller on Sythe.org but my question is more specific to the accounts that appear on okaygoods that state "OkayGoods Account 100% Safe". I understand that no account is 100% safe unless it is created by you, but these accounts state that they are trained by staff at Okaygoods.

These accounts, however, seem to be quested, and possess moderate total levels to be trained by a goldfarming website. What I mean is that most gold farming websites will sell accounts that have 99 atk 99 str, 99 HP, 99 Def but will have level 1 in all other stats. This is how I am able to identify that the account definitely came from a goldfarmer. I have spoke with the customer service and they state that their staff has "hand trained" each of these accounts, but it seems fishy that they have over 200 Quest Points and have moderate total levels. These accounts are going for anywhere from $400-800.

Also, if anyone could lead me to a trusted member that sells mains that have been "secured", that would be great!
